The Govt. of India allots rice,
wheat, levy sugar and SKO to the State Govt. The Director of Food
& Civil Supplies in turn sub allocates the said commodities
to the Districts. This allocation is mainly based on the population/number
of ration cards and quantity of allocation received from Govt. of
India.
The objectives of the Public Distribution System
is to ensure food security and poverty alleviation by making available
the essential commodities, specially food grains at an affordable
and uniform price at the door steps of the consumers. The department
arranges procurement of PDS items like rice, wheat/atta, levy
sugar, iodised salt (procurement not being done now), Kerosene
oil, LPG under various Govt. of India scheme under Public Distribution
System. Essential commodities are distributed through Fair Price
Shops to the identified beneficiaries under the following categories
: - APL (Above Poverty Line), BPL (Below Poverty Line), AAY (Antyodaya
Anna Yojana) and Annapurna. APL families are issued with pink
ration cards, BPL families with dark green ration cards, AAY families
with yellow ration cards and Annapurna beneficiaries with light
green ration cards. As on January, 2009, 2,19,273 families have
been issued with APL cards, 60,771 families with BPL cards and
38,000 families with AAY cards. Sections under BPL (including
AAY, who are poorest of the poor amongst BPL families) are provided
with special treatment in terms of lower prices.
SUBSIDY ON TRANSPORTATION AND PROFIT MARGIN: -
In order to make the essential commodities available
to the consumers at a uniform selling rate, the expenditure on
transportation of food grains and sugar from the FCI base depots
to FP Shops are subsidized by the Govt. of India through the FCI
in the shape of Hill Transport Subsidy. The PDS Wholesale Nominee-cum-Carriage
Contractor appointed by the State Govt. through open tender draw
and transport the food grains from FCI depot to the FP Shop locations.
However, subsequent to discontinuation of the payment of subsidy
on transportation of sugar by the Govt. of India, the State Govt.
has added the cost of transportation to the selling rate of sugar
at base minimum rate from September/06 onwards. Similarly, the
cost of transportation is added to the selling rate of kerosene
also since November/09.
Profit margin allowed to wholesaler and retailer
on food grains under APL and BPL @ Rs. 24/- per qtl. and @ Rs.
26/- per qtl. as per Govt. of India’s norms is added to the Central
Issue Price. Profit margin on AAY and Annapurna is subsidized
by the State and Central Govt. respectively.
12. INSPECTION OF FPS/POL OUTLETS : -
The ultimate objective of PDS is to ensure that
all essential commodities are made available to the consumers
at reasonable rates which cannot be ensured unless the FPS and
Pol outlets etc. are regularly inspected by Civil Supply Officers.
Regular inspection of FPS is also necessary to ensure that there
is no pilferage/diversion/ irregularities at any level. Accordingly
the Field Officers of the Food & Civil Supply department carry
out regular inspection to ensure that the food grains actually
reach the targeted people.
13. SUPPLY AND DISTRIBUTION OF POL PRODUCT : -
For the distribution of MS/HSD, SKO & LPG
in the State, there are 46 nos. of MS/HSD outlets 33 SKO outlets
and 23 LPG outlets as on 31/08/2008.
Considering the limited number of authorized retail
outlets of Oil Companies for selling of SKO, the Govt. of Arunachal
Pradesh is encouraging distribution of SKO through FPS for making
the item easily available to the consumers in the interior places.

VIGILANCE COMMITTEE WITH PUBLIC PARTICIPATION.
The Govt. of Arunachal Pradesh, for the effective
implementation of PDS has constituted vigilance committees at
District, Sub-Divisional, Block and Circle levels. The Composition
of the committee is as follows : -
District level : -
(i). DC of the district as Chairman.
(ii). District Food & Civil Supply Officer
as Member Secretary.
(iii). SP of the district as Member.
(iv). Two local representatives from Anchal Samiti/
Zilla Parishad as Members.
(v). Seniormost officer of the Cooperative department
as Member and
(vi). One representative of local Cooperative
Store or Society as Member.
Sub-Divisional/Block/Circle level.
(i). Senior most Administrative Officer as Chairman.
(ii). Senior most Food & Civil Supply Officer
as Member Secretary.
(iii). Senior most Police Officer as Member.
(iv). Two local representatives from Gram Panchayat/
Anchal Samity/ Zilla Parishad as Members.
(v). Senior most Officer of the Cooperative department
as Member, and
(vi). One representative of local Cooperative
Stores or Society as Member.
The committee is to ensure equitable distribution
of all essential commodities at Govt. approved rates to all consumers
and to prevent any hoarding and black marketing thereof.
MONITORING OF TPDS.
In its endeavor to implement the TPDS to the best
advantage of the beneficiaries with utmost transparency and efficiency,
the Govt. of Arunachal Pradesh has evolved an effective monitoring
system, salient features of which are as follows : -
(i). Monthly review at district level.
(ii). Monthly review meetings by the vigilance
committees at different levels.
(iii). Periodical inspection of Fair Price Shops
and wholesale nominees godowns by executive functionaries of the
department.
(iv). In order to prevent diversion of allotted
food grains during transportation, executive staff of the department
of the concerned district is engaged to oversee the drawal from
FCI depots and its transportation to the FP Shops.
CONSUMERS’ RESPONSIBILITIES
The consumers are expected : -
(i). Not to misuse the facilities provided under
the scheme.
(ii). Not to indulge in or encourage any malpractice.
(iii). Report to the authorities concerned any
instance of irregularity or malpractice.
(iv). To lodge complaints, if any, regarding operation
of Public Distribution System to the concerned authorities.
